Per the KHL’s own twitter account, Ivan Fedotov’s contract with SKA St. Petersburg has been terminated, making him a free-agent.
According to CapFriendly, Fedotov is still under contract with the Flyers for the 2023-24 season, meaning that he could come over and join the Flyers or Phantoms for this season.
To further that, NHL Insider Elliotte Friedman believes Fedotov is en route to beginning his career with the Flyers.
Everyone’s being very careful here for obvious reasons, but it is believed Fedotov is en route to beginning his NHL career for the Flyers. Wasn’t aware until news broke this morning, but all sides have worked on a solution for the last few weeks. https://t.co/Xb9ermvzjq

According to a source, Fedotov’s contract was terminated because St. Petersburg has two very talented goaltenders emerging from the MHL and VHL, making Fedotov expendable. Flyers fans should still not expect Michkov to come over before the end of his contract with the club due to this Fedotov news.
